Found on road, Anatel laser? Not sure

While riding the other day, this item was in the road and it emitted a laser beam and also a light on the back. I have never seen this before and I can't find anything after 10 minutes searching on the internet. I have a few pictures. Maybe, someone has an idea.

Someone at RGIS lost their scanner. My old shop had no real sense of inventory so we just did a once a year inventory of the entire company and so we would count, recount then RGIS would count and then we would count again it was very poorly done but I guess it worked enough for them that they kept doing it.

I did see someone using it on the road a few years back.

I can't remember if it's a bicycle or a motorcycle. May have seen it on aliexpress too.

The ones I saw if memory serves me right, projects an image on the road that looks like a bike lane + a regular tail light.

I only ever saw it once. Perhaps, it uses too much power or a lot more expensive than regular tail lights making them quite uncommon.
