Tires, cables/ferrules, bar tape and elbow grease and she's good to go.
OK, add zip ties for the cable housings.
I've got to think that a lot of C&V'rs have some used stock of all the materials needed here, save perhaps for a decent pair of 27" tires.
I do suspect that this bike would benefit further from a wider pair of aluminum 25.4mm clamp handlebars.
It appears to already have the crucial saddle upgrade, and doesn't look physically abused.
I'll admit that the brakes aren't the best, though they appear to be alloy.
At least the freewheel is probably much nicer than those used on today's department-store bikes(?).
So if the slack and short-reaching geometry in what looks like a 56cm frame size fits the bill, and if dry-weather riding is planned, this could be a good low-theft-risk bike for urban utilitarian transport.
And priceless if a girlfriend appreciates your efforts.

yeah, make the brakes work, tape the bars with whatever tape you have laying around and ride it! id not bother with the gears- its a single speed about town bike.

Nice bike. Throw an upright bar on there (my favorite is the Velo-Orange Tourist Bar) and a rear rack, and you have a great grocery getter/kid hauler/town commuter for less than the cost of a new bike.
