Worst part is, some poor guy will see the pic, recognize it as his bike, and won't know the serial number.

If all you found was that frame, I'm guessing it was stripped and discarded. The value of what you show in the photo is a very small $$ figure. I would be surprised if anyone was using that for anything other than basic transportation, and not likely to be one of the regular visitors to this forum.

I have three “piles o bikes” in different places with wheels and junk stuff like this, if I had that it might not even make it into a pile. That is super abandoned, you are good.

I don’t think bringing that into the police station is a good idea, waste of taxpayer dollars. It doesn’t even have wheels or handlebars. OP if you want it, you’re doing the community a service by taking it and having it avoid waste streams. It’s scrap metal to most people

That's a leftover turkey carcass from being parted out.
The groupset, wheelset, components on that is worth more than if that bike was whole.
The only reason why the crankset is still there is because the owner didn't have the crank arm puller tool, same with the pedals. Likewise most folks don't have a 32mm spanner to undo a threaded fork.
Owner knew what they were doing to get what little $ they can out of it.

Since someone decided to remove it from where I had placed it, they can pay to courier the frame back to me asap.
And if I see it for sale anywhere on the interweb, I will report it to the FBI.

entry level mtb frame from 1989 or so that has been downgraded further with a replacement crankset
reminds me of the scene from the Big Lebowski. (Paraphrasing somewhat, it’s been a few years )

I found a half-full bottle of vodka in a dumpster and turned it over to the police. You can claim it if you know the brand and price paid.

Not scrap. It's a high-quality DB chromoly frame, and a good one. If it's not dented, I'd pay as much as $100 for that. Whoever stripped it for parts didn't know that the frame is the most desirable thing about it.
