Colnago Superissimo (supposedly)

How bad is this paint issue on the t.t.? Can it be remediated easily?

paint shouldn't be applied onto bare metal. It needs a prep followed by a primer then color then clear.

But, a good body shop can make it blend in to the point that only you will know there was an issue.
