If this is serious, I'd encourage you to hire locally. If you find someone that shows promise, but lacks some skills, perhaps there is a place you could send he person for both classroom and on-the-job training.
I suppose if it is for a team mechanic, perhaps you could poach mechanics from other teams.
In many cases bike mechanics don't get paid well (maybe $10 to $20 an hour). So, come in with an offer a mechanic can't refuse, and you'll snag someone. $50 an hour?
Here in the USA, we have people called "headhunters". Their job is to track down qualified employees, and even snag them from competitor businesses.

I suppose the question is what the job is? Is it working for a local bike shop, or is it working for a professional cycling team (which might also include time in a team car).
If this is serious, I'd encourage you to hire locally. If you find someone that shows promise, but lacks some skills, perhaps there is a place you could send he person for both classroom and on-the-job training.

I’ve know some people who did international stints in Dubai and nearby places. If you want to travel that part of the world and can get a good arrangement it’s not bad.
While I’m not going to defend human rights issues there, it isn’t as if more friendly countries that we aren’t leaping up to insult, say India, are exactly clean. Then we have issues here in the USA. There are still a few sunset towns that haven’t dried up, and plenty more that seem to think they aren’t but are in practice.
If the OP is actually serious then they should post up more details. While I wouldn’t do it, you can hire a bicycle mechanic for $40k/year in SF where a house is well over $1M. It’s not unreasonable that you might poach someone to any other high COL area.
Honestly it might be fun for a while, but I’m unaffordable compared to the other offer here, so likely not the target audience.
