Not exactly, but if you go a'hunting on the internet you'll find that numerous makers are building similar frames these days. Good luck with the search! If I were to get something similar I'd go for the Pashley Morgan. A bit more traditional but still has some of the modern flare to its proportions.

Thanks. What I like about the mystery bike is the smooth contour of the top tube/seat stays.

Modern Schwinn (Pacific) tried for a similar swoopy aesthetic on their hydroformed, aluminum-framed hybrids that were sold at Costco some 15-20 years ago.
I found one at Goodwill for $40. It's frame had a decent head tube gusset so I fitted fork boots for sealing (to supplement the fake seals), plus fatter 29" tires, used for mixed off-road riding.
