Is this vintage Raleigh dramatically overpriced?
I think it's a super cool bike, and it's close so I wouldn't have to deal with shipping, but I suspect it should be priced somewhere in the $400-$600 range. Am I crazy or am I missing something?

That price is ridiculous, in my opinion. I love older bikes but I would want to negotiate to less than $500.00 and then only if I could absolutely verify authenticity and actual condition in person.

It's local to the OP so he can check out the bike and verify the date. $1600 is more than I'd pay for that bike but that price is likely a negotiation point. That said, the seller is unlikely to take as big a haircut as you are suggesting. Usually when someone starts out that high, they are not realistic as to the price.
Assuming this is a 30s Raleigh and mainly all original, these bikes don't pop up often so it will command a premium. How badly do you want it?
The saddle looks mainly gone.
The black handlebars look odd to me but looking at this '35 catalog, apparently some Raleighs came with that:

The 3 speed freewheel and derailleur are interesting.
This is beyond my area of expertise but you should google "raleigh sports model." This may be a predecessor to the RRA which would make it an interesting bike:

If it were an RRA or Golden Arrow with all original bits, he’d be in the neighborhood, but for a 30s Sports Tourist that was outfitted with lauterwassers and Cyclo gears? I don’t think so.

I wouldn't bother the guy. Maybe he'll sell it for that on ebay. Certainly I see fewer and fewer of these. But you can't pay 1600 bucks for something you want to restore as a project. And the sSports frame was made, essentially little changed, for a long, long time in various incarnations. So not exactly rare or on the high end of the Raleigh production lineup.

It is what it proports to be, though the Cyclo RD is an addition. Fenders and frame pump are missing.

Most notably, the dropouts have been crowbared open for the 10mm axles of the replacement rear hub; a definite deal-killer until fixed. This would have had a Sturmey hub BITD, and thus had 8mm axle slots.
Is it worth $1,600 as-is? Not in a million years. Plus, the seller hasn't even done a good job of running even a decent wax over the frame. It's dirty and looks like a $75 Cambridge Craigslist special, which it isn't far removed from.

Interesting bike, a cool mod would have been a sturmey hub with a multicog adapter.
