Surly LHT and Nice Rack Light Mounting

I have a well loved and well used Surly LHT, with Nice Racks. I have a new job that regularly means I have to ride in pitch darkness and so have built the Shimano DH-3N70 dyno-hub that has been sitting in my shed for 3 years into a wheel.

For practical and aesthetic reasons I want to mount the lights low on the front rack, rando-style. To reduce the shadow of the front wheel I will use two headlights. My question is this, do you know of any mounting system that will allow me to do this?

I don't have any specific advice on mounting the lights. Most accessories I've bought come with mounting hardware and lacking that I've usually been able to make my own. P-clamps would probably do it.

I am curious about that handlebar bag in the Vanilla bike photo that you linked to. Anyone know what brand it is?

what is the diameter of the tubing?
what lights are you trying to mount?
