Yes, coincidentally my Atala is the same way. I will probably refinish it once I find out what it is (if ever) previous owner though Legnano, but I have not found any similar. Supposedly was brought back on a trip to Italy a couple owners ago.

Just a wild guess, but there's a few things there that remind me (a little bit) of Giovanni Losa...and he did a LOT of contract building for many brands, including Cinelli and Guerciotti.
Unfortunately it doesn't have any of his real "signature" cutouts which could nail it...but I'd do some searching based on his name.

Looks way better than a Legnano (even in those blurry pics). Makes me think Liotta a bit? Somebody good anyway.

not to throw cold water on the Liotto idea, but I've just looked at a load of pics compiled by Peter Brueggeman and there doesn't appear to be a match...but the frame details are all over the map:

click on the link in this page that says "other liotto bicycles" and you'll see a big pdf file of pics...the one thing that seems to stand out is that Liotto often panto'd the frokcrown and the stay eyes, and that distinctive BB cutout isn't to be seen in his collection, but there's a lot of standard "2-slot" BB shells.
There's one frame at the top that has a headbadge, but it looks glued-on, not riveted...or hard to tell for sure. They all (decals mainly) have that common Italian "leaf" shape that so many other brands used (Atala, etc.) but Liotto has the bird that's associated with Vicenza, his town.

You are probably correct, I was basing it on a very similar frame currently on ebay. That one may be something else too
. I may never know what it is, but the headbadge drilling might be a clue perhaps. When I strip it for paint may some useful numbers will be uncovered.
It is still pretty special regardless. You are more knowledgeable than me for sure.

All I can say is that it's a nice frame for certain. I'm not familiar enough with Italian frames to offer any useful suggestions.

I still like it as a Liotta. The head-badge holes (hole?) might not even be original but something concocted with the very non Italian paint scheme it's wearing now. What is the hole pattern, I can only see one hole in front in the photo?

I think the yellow frame on Ebay IS a Liotto as it claims, and tho I know I've seen the same milling in a BB shell as that one (and yours) has, I'm not sure if it's something that was only done by Liotto.
That shell looks like it has a seam from welding (or maybe I'm looking too hard), does yours?
Do all 4 holes in your shell go all the way thru the shell or are they "milled and filled" with paint, as they seem?
I'd say Liotto is still a pretty good guess at this point, but there may have been a "contract build" involved since there's no panto and Liotto was pretty panto-happy.
