may not be whacked, just adjusted. BB still needs a min height off the ground still, even with 165 cranks, with smaller diameter wheels a shorter top tube can be designed and still avoid overlap. For the 5’ and under club smaller wheels are a good solution.
front end geometry can avoid the wheelbarrow steering.

Look at the gap between the rear wheel and the seat tube. It's huge. No way is that a 700c wheel on that small a frame.

Same with the head tube. The top and down tubes would be close to touching for a small frame designed for 700c wheels. Smaller wheels means longer head tube.

26" and 650c used to be somewhat synonymous. I still have 26 x 1" tires that fit my 650c wheels with no problem.

As mentioned, using smaller wheels avoids toe overlap, at the expense of top-end gearing. Your 650c wheel will top out at a smaller gear than a 700c bike, all else being equal.

I'm a shorty at 5'4. I'm used to all this. My favorite rides are all on 650c frames.

I live and learn!
Never had much direct contact with road frames that run 26" or 650C (matching) wheels, maybe just a couple "Terry" style bikes with the single small front, "normal" rear.
I did seem the seller took pains to list the tires by brand and size, so that would have been a weird mistake to make, however most cannot use a tape measure on a bike frame to save a life!
