So I got that bike, but it was wobbly and if I would sit on it, it would just fold, as there is no top-tube.

I started with version 0 by just going to home depot and buying a cheap broom made out of wood. I sawed it to the right length and pushed it into the remains of the previous top-tube.

It was actually good enough to not make the frame fold and would have been ok if I would just have ridden straight. But any small maneuver would still feel quite dangerous. (I have a picture of this version which I will post later).

Then I went to home depot again to get those clamps. That helped with the stability when cornering. But after a few test rides, it just felt too dangerous to ride around with a wooden top-tube.

So then I went to home depot again and got some metal pipe that had the right diameter. I squeezed that in there, added the clamps - and it felt quite stable then. Maybe even more stable/stiff than the bike was originally :-)

If you ever want it fixed up proper-like, with lugs, brazing, or TIG welding, and are in New England, hit me up. This is my kind of broken bike.

Could do a 650b conversion while you're at it.

I'll need you to bring a good bottle of single-origin artisanal Calvados for my trouble. And buy a frame tube. Kaisei .7/.4/.7 I think.
