Campagnolo bottom bracket / spindle removal
Hi
Trying to take off the BB. The allen wrench turns about 1/5 th of the way on both sides...both ways but stops.
I see there are 2 small holes on the small circle.
Do I need to get a special tool to remove and then the allen bolt will come out ?
Please forgive me if I am not using correct terms

That is called a self-extracting crank. You just keep unscrewing the crank bolt which has it's head behind the ring with the 2 holes in it and it pulls the crank off as you loosen the bolt. Be aware that sometimes the crank is really stuck on there and the ring can bend or break with too much torque but you can just remove the ring with a special tool or snap ring pliers or choose your weapon and then use a regular crank puller. Make sure you screw the crank bolt in to take the pressure of the ring if removing it.

If you decide to remove the self extractors, they have reverse threads. You will then need a crank puller with reverse threads to remove the crank arms.

If it isn't budging, perhaps a squirt of penetrating oil to lube between the crank bolts and the extractors, as well as on the BB spindle.

So I am wondering...should I turn the allan head bolt counter clockwise until it loosens up with all my might ?
I have removed 1 maybe 2 bottom brackets before with a park tool.
I don't want to damage the rings around the allen bolt.
I do have a friend at the bike shop that I could bring to......mmmmmmmm

The crankset is drawn onto a tapered spindle on both side using those 7mm bolts. Turn them counter clockwise to draw them off the BB spindle. It will require some force.

I'm not a Campy expert on the bolt direction but would assume it's counterclockwise to loosen but assumptions can be wrong. Someone will chime in. You can use a fair amount of torque on the self-extractors but keep an eye on the aluminum ring and watch for bulging and just use your feel to make sure it doesn't rip out the threads. I've also had luck undoing the crank bolt as far as I dare and let it sit for a couple hours and then back out the bolt a little more, repeat until the crank comes loose. Better safe than sorry though for sure.

Turning the hex head counterclockwise will extract the crank, assuming you can get it turning. If that works, no need to take off the extractor ring, and no need to use anything else to re-install.
There's a good chance you'll have trouble removing the extractor ring, since those pin holes don't provide much purchase.
The fact that you got some movement suggests that the bolt isn't frozen—you probably just need to push (or pull) harder. I'd use a good hex bit with a socket wrench, and take care not to round the bolt recess.
If it doesn't budge, rather than WD-40, get a real penetrating oil, apply liberally, tap the part to aid penetration, and wait a day. It looks like there might be some rust involvement.

You can use regular bolts, but as I said the self extractors are left hand threads. So, you cannot use a dust cap. And you would need a left-handed thread crank remover. These are expensive and hard to find these days. I did remove my self extractors and used these campy bolts so I didn't need a dust cap. And I bought a C-record (left hand thread) extractor. They were reasonably priced back in the day.

If you are just removing the crank arm with the 7mm Allen you turn it counter clockwise.

I would normally just leave it be, but I bought a campy crankset to replace it.
Needed new chainrings anyway and just decided to replace the crank arms on both sides
