Yep. The small door at the top opens for a curly cord.
I have one. It works. Its quirky but pretty good for the time frame it was sold in. I got mine from a Detroit, MI dealer.
This bike was created by the same guy who did the Gossamer Condor. A human powered airplane.
A tech article for the bike does exist but finding it is difficult.

Built before the Lithium-Ion battery was a thing apparently. Paul MacCready the designer. Got wings of his own in 2007. Bryan Allen was the pilot.
