The tire in the photo is a Smart Sam Plus, I've seen this on the Big Apple's and Big Ben's as well. I suspect it may be an e-bike rating?

Likely rated for moped in a specific country
Schwalbe is covering all the bases for the laws in every country
In the USA it's up to 49cc's for gas and a certain MPH for electric (depending on state/county/city)

I haven't noticed that on bike tires. However, I found some moped tires for my bike trailer. 16x3", I think. It is possible that the moped sizing was different, so perhaps 16x3" for bikes and 12x3" for mopeds. Anyway, tough tires.

Username in all caps <makes sign of cross> Moped tires are heavy as ___ because, of course, a moped has a 50cc motor to deal with the hysteresis. But they're cheap, and I could be wrong, but I don't think they are meant to fit on standard bike rimz.

So, a 16" rim is 305mm, or about a 12" rim.
18" is 355mm, or about a 14" rim.
20" is 405mm, or about a 16" rim.
24" is 507mm, or about a 20" rim.
26" is 559mm, or about a 22" rim.
Other rim sizes aren't quite as simple. But, it is quite possible that moped tires could be found in many of the inch rim sizes above.
Some countries are likely also defining E-Bikes as mopeds.
