I bought several really nice shopping bags that had their own tiny little attached stuff sacks that I gave out to family members as christmas gifts from a liquor store in Iceland, the stores are state run. When I go on a bike tour, I bring one of those along for trips to the grocery store.

When I tour in warm weather (which is when I prefer to tour), I use Shimano sandals. Your feet get wet when it rains, but no big deal. In cooler/colder weather (like when crossing high mountain ranges in the rain), I use neoprene socks.
