NOS Titan Frame & Seatpost bolt

I just got a NOS Titan frame like some of you got sometime last year. Anyway It was supplied with a seatpost binder bolt but I can't get it in. Is it due to the frame being new? What should I do? I tried doing a search under "Seatbinder bolt" but didn't find anything.

Maybe the paint it too thick there? Or it's the wrong bolt. I got a Titan about 4 years ago, great frame really well made. I had to get all the threaded parts chased to clear the paint out. I don't recall having a problem with the seat binder bolt though. But look at it carefully and you may need to ream it out a bit. Vernier Callipers would help determine if it's the right bolt and or when the hole is the right size.

Where did you get your frame? Any pics?
