Seat binder Bolt
How do I know what size I need? or do the campy ones pretty much fit all types of steel frames? I have A NOS Titan Star steel lugged frame.

It depends. I went through several sizes until I found one that fit. Some were just part of a millimeter too long or short so would not tighten enough. Go to LBS and buy 4 or 5 lengths and try them and find one that fits. They're pretty cheap.

If you're talking about a seatpost clamp, then measure the circumference of the seat tube where the seatpost enters. Then do some math:
C = πd
