Best loose fit cycling wind jacket?

I have jacket from Naviskin. Feels so comfortable. But I don't think the brand is around anymore. I'm looking to find a brand that is comfortable and light weight. Not a thermal jacket, but a wind resistance jacket without hoods.

To be worn over or under the fanny pack?

Pearl Izumi Quest jacket, and it isn't the typical skinny dude fit, so works great. I think I paid $60.

I bought this $53 Baleaf one from Amazon a month or so back, and really like it:
https://www.amazon.com/gp/product/B0...?ie=UTF8&psc=1
  • The black parts (on the colored versions) are spandex and wind goes through and sweat vapor comes out
  • The chest zippers open for further venting
  • There are zip closure pockets where you would expect them
  • It has two big stretchy pockets on the back
  • Good quality all-around
It's not skin tight like jerseys can be, but not flap-around loose either.

With a long sleeve fleece jersey underneath, this is comfortable down to the lower 30s. (°F) With a thin fleece sweatshirt on top of the fleece jersey, it's good down into the 20s.

I have a Patagonia wind shirt, it weighs 118 gm, or 4.1 oz depending which side of the border I'm on. It is size XL, I normally wear L or LT in shirts, so it fits over other stuff. The weight is negligible, and so is the packing. In camp, it makes an wool shirt, of fleece, noticeably warmer. It does have a hood, but that tucks in if I want. It could probably be surgically removed with a hot knife.

I’ve been very pleased with the Pearl Izumi jacket. It blocks the wind and has the zip off sleeves option which comes in handy. The fit is comfortable. Only complaint is the sleeves rattle on a very windy day.
