Recommendations for a very short rider

Cyclocross and Gravelbiking (Recreational) This has to be the most physically intense sport ever invented. It's high speed bicycle racing on a short off road course or riding the off pavement rides on gravel like : "Unbound Gravel". Recommendations for a very short rider

gravel bike
female
4' 11" / 99 pounds
2x drive
dropped bars
650c or 26" wheels
no shock fork
very light bike
price not an issue (Rider current has a matching pairs of Seven Custom build with 600c.)
stand over height on the current road bike is 28.5 (72.4 cm)
top tube cc ~18" (45.7cm)
Any brands/models available in a 44cm or similar with 650c?

The Liv Devote bikes seem to hit all those parameters except for the 650b wheel requirement (they’re 700c), but their standover is like 1.5” lower than you spec’d, so maybe that’s not a concern. If so, getting a nice set of 650b wheels to pop on needn’t be more than $1k, so it could be budgeted in.

Devote top tube is 18” measured on the horizontal, but it’s sloping, so probably the terms need clarified, or better to look at Reach measurement.

XS/47cm. All 700c. The Vault has the shortest front-to-center of those four.
Kaius would edge out the Devote as the more playful ride feel.
Test ride for potential toe overlap on a certain tyre size.
