The funny thing is that I had a LBS do something similar on an old bike that I had when I was really naive. I had schrader valves so they drilled out the hole on a rim that fit presta, then used tape to hold it in place.
*granted, it looked a hell of a lot better than this hack job. lol

There's absolutely nothing wrong or jackass about that bike. It's a speed record motor pace bike, and the reversed fork allows the rider to tuck in closer to the pacing vehicle, whilst also increasing the trail for better high speed stability. The super large chainring allows the rider to achive a much higher top speed, since the wind resistance is much lower when drafting behind a vehicle.

That's just an adjustable length stem, which allows the rider to dial in his position w/o needing to change the bar and stem. As to gear inches, IDK what size chainring and cog are being used, but I wouldn't be surprised if it were close to 200 gi.

It looks well made, yes, but there's probably a reason it hasn't caught on.... although effectively it's the same as back-pedaling I guess.

Well, we can definitely attribute that to the need for a completely custom frame, and specialized cranks, the latter of which I don't think ever actually made it into production...
