Who Autographed This Jersey?

Found a jersey today at the flea market from the 2009 (I believe) Tour of California. It is autographed.

Any idea who signed it?

Running with an uncapped sharpie can be really dangerous, at least to your clothing.

edit: Nice website! sorry can't help. I've got a poster for ToC with some scrawling on it, same issue.
