i have a 250watt 48v bldc motor can i used 350watt 48v controller to control motor?

Most of the time, yes, if this is an e-bike as the power rating are very loose for the motors. Almost all 250W hub motors are big enough can handle a little more current.

If you're describing a tiny motor in a kick scooter or a chiid's play car, then you might melt it.
