Can the new Tiagra 4700 cassette work with an old road 10 speed shifter
And rear derailleur? Have to replace my ultegra 6700 10S cassette soon so looking for replacements.

Any shimano 10sp cassette will work with any shimano 10sp shifter system as long as the der is designed to handle the gear size range. So an 11-28 4700 cassette will work with any 10 sp system as any of them will handle it, but an ultegra 10sp won't handle as tall as an 11-34 cassette, it'll shift fine until you reach the cog that's too large.

The Tiagra cassette will work with your current 10 speed stuff. However, if you have to replace your RD the Tiagra 10 speed RD will not work with your shifters. You can use any other road 8-10 speed RD or any 8-9 mtb RD.

You have to look at the spec of your rear der before determining the cassette range you can buy. If its designed for a triple there's a good chance it'll clear a 34t but not a guarantee. Your der has a max cassette size, usually you can go 2 teeth bigger than the claim, but it also has a chain wrap, how much chain it will take up the slack from and keep the chain taunt. That it can shift a 4700 cassette isn't an issue, which cassette ranges it will shift is the issue.

It's a cassette, 10 speed and doesn't care what the RD or shifters are, as long as the RD capacity is good, the cassette will work. The issue you seem to be confusing this with, is shifter/RD compatibility, which is an issue, but not relevant from the question you have asked..

As above, all Shimano 10sp cassettes have the same cog spacing, so you can replace the same size cassette with any other 10 speed Shimano cassette (typically you can use other brands as well).
Also most Shimano 10 speed road levers and mechs are compatible with each other, as they pull the same amount of gear cable, but Tiagra is a unicorn and from memory it pulls a different amount of gear cable to other 10sp Shimano road systems - I also have Tiagra 4700 in 3x10 on a road tourer.

If you do need a new rear derailleur you can use this chart to determine what derailleurs are compatible with your shifters and lists gear capacities. Scroll across the top of the chart for the "Pull Ratio" column. Your shifters need a 1.7 pull ratio derailleur and you can then check the gear capacity for your gearing.
