Maxway is one of the biggest steel frame companies of Taiwan and they are rebranded, they make a lot of fixed gear frames...Bianchi Pista, Surly Steamroller, pre. 2011 Beatnik and Sputnik, SE Premium Brew( now Premium Ale), Kilo TT/KHS Flite 100, Fuji Obey and many many more.

I am not sure if you could just buy one straight from their factory.
