Does anyone make a carbon fiber fork with a 1" steerer and 40mm of rake?

Yes, Wound Up does. I have that exact fork on my road bike. Absolutely love it.

Does anyone make a bike that will still move forward when I'm not pedaling? Seriously, MOST road forks have around 40mm rake, and many have 1" tubes. Check nashbar.

Before going off to Nashbar, ChucksBikes or eBay, check the length of your current fork to make sure it would fit the geometry of your bike.

Ex: If you have an older bike with a steel fork, most likely the length of the fork is ~ 362-368mm (crown to axle). In this case a Wound-Up would be better suited for your needs. I bought a 40mm raked Wound-Up on eBay for <$100 a while ago.

Using a taiwanese off the rack carbon fork with a length of 372-375mm will raise your front end and change your geometry up to a certain degree.

There have been a bunch of 40mm carbon forks on eBay, all for well under $100 dollars. Some in near mint condition, as advertised.
