He's been riding like that for some time. Pretty sure his CdA is smaller than mine. Lance discussed Levi's position in this video.

My guess is that his feet are actually further back in his TT position.
Power increases to some significant extent as the cleat slides back, but at the cost of higher cadence & sprint.
I've worked on this a bit myself, after seeing some figures and hearing some folks speak really highly of it. (A researcher from the AIS, where they are TT craaazy, Tyler Hamilton was doing it, and other sources.)
Given the Levi relies almost completely on his TT to contend for wins & podiums in stage races - and he is famous for meticulous attention to detail about his gear, I'd bet he does in fact run a more rearward cleat position.
