Is this 2014 Raleigh Ravenio Worth it? Or should I get the Specialized Tarmac?

I'm guessing this is a lesser bike but is $375 a good deal? Bicycle bluebook has it valued at $150ish? Would I be getting ripped off?

If the Specialized you posted earlier is in your budget, I would pick it over this Raleigh every day. At it's best, this Raleigh was an entry-level road bike. At it's best, the Specialized was a high-end race machine. They will both get down the road. However, you indicated before that you have an intertest in going faster. The Spec will serve that desire better, and is worthy of future upgrades like light/aero wheels.

I have had a 2013 Specialized Tarmac for the last three years and 3000 miles (not my only bike). I would pass on the Raleigh even if the Tarmac is more money.

Someone has already flipped or changed out the stem of that Raleigh to get a higher position with the bars. So clearly the geometry of that bike wasn't correct for them or the frame size was too small and they attempted to make it work.
Stems on a road bike should be about level or about parallel to the ground. It's the one thing that bugs me the most about road bikes and to me looks dorky when people have to angle them up. It also shows how unaware the owner's are that different road bike models have different geometry to keep one from having to dork up their bikes.
