Vintage rack id request

This rack came with a recent acquisition and has a number of unique attributes that I have never seen before. Does anyone know who made it?

It appears to be powder coated steel, and the top rail is actually oval shaped so it seems pretty strong despite having no middle support.

It came off a bike from ~1982 and I am guessing it was put on at that time as well if that helps.

The front attachments are reminiscent of Tubus' recent and current attachment styles.

I was also leaning towards it being a Tubus, but I have never actually had a Tubus rack before. Do you know if they are usually marked somewhere? I was not able to find a brand marking

Based on the somewhat crude welding, looks like a Chinese knock-off of something. Not TUBUS quality, but very functional.

Unfortunately the Cro-Mo tubing doesn't lend itself to imprinting. I've only ID'd tubus racks from the make/attachement styles, or through the screen-printed logos (which tend to wear away).

One item that's against it being tubus is that the pannier hook parts are enclosed. Modern versions use a plastic cap to cover the open tube down there, and I'd be surprised at a domed type integral finish being used in the past.
