Given your location and the fact that Peugeot model numbers can vary betyween markets, there's no telling what it might actually be. However, this one has lugs and the PH designations were used for the lugless models, so this is not a PH11. Given the graphics and Vitus tubeset, I'd say it's most likely to be an equivalent of one of the early 1980s PF10 variants. Let us start with the serial number, which will at least tell us the exact manufacture date.

The crank, if original, would put it post 1982.

I did think it strange that the granny chainring was missing and the rear derailleur is short cage. However, there was a version of the PF10 that was marketed with the Stronglight 99/99NM, so it's hard to day which is OEM. Given the stem, it's obvious that the bicycle has seen at least some modifcation.
