I don't know where you can find one specifically like that offhand, but you might be able to make a regular old circular clamp work by shimming it with something. Rubber, perhaps.

already tryed with rubber and the problem is when just when trying to adjust the FD, I was thnking to get the little steel piece that goes welded in road frames or the one that use ribets... looks like thats the best solution.

Did the frame originally have a braze on fitting that was part of the frame?
Someone once had a similar problem. I suggested making an FD mounting bracket that would anchor to the water bottle bosses on both the downtube and the seat post tube. This would require access to a welder and someone who can use a welder.
I, myself, would try to avoid drilling holes in the frame.

One would think, frames with oval tubes, they'd include a FD peg. But NOOOOOoooooooo.
BTW, "TRIED" not TRYED. It's an everyday word, no reason to mispell it.
