Need to stop the rotation & make the position fixed. Skip to 2:53 to see what I mean
How do I stop it from rotating, it does it while im riding, it's impossible to ride the bike.

Your video isn't very helpful. Have you tried using an allen wrench to tighten the bolt head in the top of the handlebar stem? I'm unfamiliar with your brand of bicycle but that's what holds the handlebars correctly aligned with the front wheel on my bikes.

What you have there looks like a quill stem.
You'd have to loosen and pull it out to be sure.
BUT please do stop turning the handlebars while holding the wheel straight. Once was enough.

I think it is a quill stem, I searched up how to tighten it and it says to just tighten the screw used to check if it's a quill stem. I heard things about that screw shouldn't be tightened as there are ball bearings or something that could be crushed if too much force is applied. I'll show the video to a cyclery near me but I'm just angry I know I could probably fix it but don't want to break it and have to look for parts. I believe it is a quill stem. I'm just annoyed. Why did they assemble my bike like this.

Three of my bikes have quill stems. The one that I ride the most often needs that bolt tightened to prevent the "rotation" you are talking about. I assume the vibration of riding gravel roads loosens it. I check it before every ride and tighten it if necessary. You will not damage anything by tightening that Allen bolt with as much force as you can muster on an Allen wrench. Just be sure the wheel is correctly aligned with the frame when you tighten it. Where did you purchase the bike and how long have you had it? Did you buy it from a bike shop or a big box store? It should never have left the store with the stem loose like that. Have you ridden it at all?
I suspect if you show your video to a cyclery they will tell you what you have read here. Just tighten the dang bolt.

From the video, it looks like a quill stem, so just tighten the bolt. There are no bearings in there.

Jesus people, it's a threaded headset w/ a quill stem. Do exactly what Rolla posted. Most likely a 6mm allen. Or watch the Park video that Barry 2 posted.

Pretty sure people have recommended (and even posted) videos which show you what to do .... and for the tl;dr crowd, @Rolla basically made it a meme.
Just do it.
Is it a new bike? Is it a bike from a big department store where bikes are in the Toy department and are treated like toys---i.e. rushed onto the shelf as quickly as possible? Did you check over the bike when you took delivery?
Yes, if that is a new bike and someone sold it in that shape, that was very bad. Buy an allen wrench for $2 and fix it in about 30 seconds and go ride and enjoy.
In fact, I Never go out the door without a small set of allen wrenches and a couple screwdriver and a chain tool ...... spend $20-$30 on some tools because you will need them .... and if you bought a cheap bike you might need them a lot.
If you like riding, and plan to make riding part of your life, Definitely get some tools. The tools you need are simple and not very expensive and will last you the rest of your life.
But, yes .... $2 wrench, ten seconds of twisting, ride safe.
