That looks like a Canadian maple leaf symbol on the head tube. If so, that plus then presence of the Limongi would lead me to suspect the OP and frame are Canadian. However, I don't recall the brand or a frame builder named Jaro or Jano. My initial reaction was a contract built |Marinoni but the builder name would suggest otherwise. Regardless, the characteristics suggest mid-1980s and a small builder, though it appears very well built. Serial number?

I did some research. Zelli is a common surname in Lazio and Toscana, also in France, Brazil and of course USA. But with the Italian BB thread, I think it's Italian.
No mention to any Zelli bike builder albeit I snooped on italian market and heraldry. This is an open case. Sorry no results.
Anyway, Columbus steel, Cinelli BB and 27.2 seatpost it looks like a nice frame.

Zelli bike
Zelli was a custom made bikes owned byvJaro Fejfar, a former cyclist feom Czech Republic. He immigrated in Canada where he worked for Air Canada (I think). He lived in Morin Height in Québec Laurentians
Hé made my bike in a small Shop in Prevost, just north of St-Jérôme, Québec.
He was in business in late 80's.
