Chiapas is far from the worst...
In fact, it's among the safest. Campeche and Yucatan are, as i said before, good to go.

Oaxaca from my personal experience is safe. Oaxaca is the only place in Mexico I feel safe walking to the airport at 3am.
I walk around Tuxtla at night say 10pm. In San Cristobal I have seen mayan Children on the street early in the morning because they did not have 15 pesos to get a bus home last night.
3 old women stopped to see if I gave her something for the photos. I did, breakfast. No one worried about her staying in town all night because she could not sell a belt.
3 years after this photo, and 3 blocks from there I took a photo of the German brother giving a speach about ¨make no mistake those boys were murdered.¨ I was looking at a map and thinking of cycling the same road to get to Tuxtla from Guatemala. Decided on a bus after reading about this.

Here's an update, looks as if the deaths are being investigated as murders now (read the comments):

... Investigators initially said the pair appeared to have lost control on a winding mountain road.
However, after a group of fellow cyclists questioned that version of events, a special prosecutor newly appointed to take over the case said the cyclists had in fact been murdered.
“It may have been an assault, because our investigations up to now indicate this was an intentional homicide,” special prosecutor Luis Alberto Sanchez told journalists.
