Micargi rover gx beach cruiser cant install front fender

Micargi rover gx beach cruiser cant install front fender
So I ordered a Micargi Rover GX from bikeberry.com
The beach cruiser came 80 percent assembled and just need the handle bars foot pedals fenders and front wheel assembled
Now I got the bike assembled 100 percent but the front fender isn't fitting with the front wheel. There are 2 brackets on the front fender that go to the wheel nut but when I install them it twist the fender to the left making the tire rub. Does anyone know how to install the front fender on this bike. I can post pictures if you need them.
