Top appears to be a Park PRS-6, base looks like something else entirely.

If that is a Park stand , it is old. The top part definitely looks like a Park.

I prefer these older Park stand clamps to the newest ones.
The old ones had a clamp assembly made of cast aluminum, while the new ones have pressed steel.
They must have changed the design to lower their production costs.

It appears to me to be an antique dress makers stand, missing the wheels with a modification to accept the park clamp.
