Craigslist accessory score. Berthoud with decaleur
I noticed this bag and decaleur on the Seattle Craigslist and after a few chats, I felt safe to pay via PayPal, with an invoice to cover both of us. The decaleur appears to be a Compass one prior to the locking mechanism.
perfect fit for my 85 Voyageur. While I’d prefer the Nitto m12 rack, I already had this vintage blackburn front rack. I think it looks better than the Ortlieb handlebar bag I had on it.
time to find a good deal on a brown B17.

You would know best, but with that seat post height I have to imagine the 23" would actually be perfect for you, especially if you like a more upright position. Drop the saddle pretty low and raise the stem. And, fwiw, The 23" is actually 22", or damn close.

Have to agree with nlerner that the next size up would be more appropriate for you. These bikes were designed so that you only need a few inches of seatpost and stem height.

Nice score! The decaleur is the icing on the cake.
I picked up an as-new Compass/RH-specced GB28 (no side pockets) off ebay last year for a buy-it-now of $65. Gonna be riding that high for the next few years, lol.

Geometry, TT length and proportion can really jack things around and some frames ride well at one end of the spectrum or the other regardless.
Hence the "or?"
Many of my setups don't turn out the way they should, once I get close several test rides and another mm. + or - here or there to nail it down often presents some pretty odd results.
