fyi - generally speaking, in the cycling world the bottom bracket has a spindle. The wheels' hubs have axles.
edit: i stand corrected (informed) - the use of the word 'axle' seems common in these listings for cottered spindles. Semantics, as a BB spindle is without doubt an axle, but a narrower category of axles.

The only seller I've encountered for cottered crank axles (and they call them axles) is SJS Cycle in UK. I've never bought an axle (or spindle) from them but have bought a bunch of stuff for old SA hubs and Carradice bags and tires and other stuff that they seem to have but nobody else does. Their service is good and shipping is ok -- they don't gouge.
