Consumer Product Saftey
What are the rules govering new bicycle parts and accessories? Do they need to meet particular standards for retail? for direct to consumer? etc... I see rules about helmuts and the entire bike but where can I find details on any requirements for other parts like stems, handlebars, etc. ? Maybe they don't exist?
I have seen recalls on certain stems so am wondering if there is an initital registration process of some sort? Any help or advice you can provide would be great..

I believe there are definite rules about brakes as well (as many of the road bikes with the secondary brakes in the straight handle position have the warning that those won't meet the standards required).

the Europeans have standards for bike parts. There are no such standards in the U.S.

The only bike parts with specific standards in the USA that I know of, are CSPC reflector standards.
States do have some component performance requirement such as brake stopping distance or white front light visible for 500 ft.
