I think the short bits move a little, more like rotate. Not much though.

Best guess IMO, but...nothing like any parking brake handle I ever took apart (and I usually never had to touch the guts of a handle to replace any broken cable)

on a tangent, but: old VW beetles had a "semaphore" turn signal that flipped out of the "B-pillar" and was cable actuated...but this ain't one of them.
Here's a pic of a replacement part (and wow they are expensive these days!)

Looks typical French origin. And whatever it is, the maker attempted a concession of drillium.

I'm not sure what it says about me, but I did look it up.
There was both a retro encabulator and a turbo encabulator.
There's a web site that goes over the history of the whole encabulator family of gadgets. I think it was a CNET article?? It has links to a number of videos, and I recommend checking it out.

After a career as an engineer and having worked in the defense industry (both as a supplier and a customer), the whole encabulator thing really speaks to me.

This seemed like the best guest to me as well . . . until I spent 20 min looking at parking brake schematics! Back to where we started, Is this a bike thing? What is it? I am joining the encabulator camp.

This is a tool used at the zoo to trim the nails of badgers. Veternarians use the same tool to trim the nails of Australian Shepherds, which are quite like a badger but slightly larger.

Appears to be the the deluxe model with the rotary nose hair trimmer. Typical of French efficiency.

Unscrew the little bolts and see if it comes apart - being certain to take a coupe pictures if it does.

I'm pretty sure it is the actuator for the ejector system in a MIG-21 pilot seat. It are only a single use item and should be discarded, as it will fail upon a second use with unexpected ejection occurring randomly during flight. Smiles, MH

Take a picture of it using the Google Lens app. I've had luck with that finding answers to "whut the heck is that thing?" questions I've had.

Robvolz, I DARE you to build an entire bike around that part! Actually, you need to get the entire bike, and keep that as a spare part.
