~Fair~ Brand Bicycle? (Don't recall full mfr name)

Saw a black bike today in California, with a red maker's mark that had FAIR or FAIRE or FARE in the name. Trying to look them up online but that's not enough. Anyone know this brand offhand? Rider was Japanese; bike could be from anywhere. Thanks for any help!
