Help with a headset

Wondering if anyone knows who made this headset? Steel, probably english thread... time wise, if its the same age as the frame, late 70's early 80's. I tried looking through velobase, but didn't see a match.

maybe it is the lighting but the finish and the upper and lower stacks appears different

one thing which can sometimes happen is that you can pick up a bicycle where someone has made up a headset from miscellaneous loose parts

do not wish to assert that the case here, mention only as a possibility to be aware of...

The upper sorta looks like one of those Stronglight needle bearing doo-hickies from the 80s with a few extra nuts/spacers to accommodate an over-length fork.

Not that I've ever created a headset out of bin parts. Not me.

I appreciate the help. I don't think it's cobbled together. I am building the bike with campy record/super, but I kind of like how the headset looks. I may end up leaving it. Would still like to know. It was on the frame when I bought it.

Yes, the frameset is british. It is a Willi Moore, built by Mike Mullet.

I can see the resemblance to the Stronglight Delta version of their needle-bearing HS, but this ain't one of them. And appears to be chrome-plated steel (not alloy) so...stumped me!
It does have similar "coining" on the rim to the Milremo example, but that's not a match...maybe someone like Hillary Stone will know.

one simple check which could be made would be to see if there be any marking on the underside of the locknut - this is an occasional occurrance...

Ok, I took the headset apart. There are no markings. The bearings are normal, not needle bearings. The topnut is machined to look like two pieces but is one single piece. I'm going to regrease everything and reassemble it, but all looked good. I've decided to leave it on the frame as it came to me that way.
