Front brake looks weird.
inverted drop bolt my guess.
wheels are too big.
ask the builder with images in your inquiry.
there was an alternate little used wheel size.
radius is I recall 12-14 mm smaller that “700c”

@repechage - The brake does look a bit odd. Check out post 44 pics. It looks lined up with the the rear bolt. Could be the HT angle?
@mackgoo - What size tires are those? A picture showing the space between the tread and fork crown might be interesting.

The smaller tire size is "Ridotto" or something like. Ugo's creation. I had a long debate as to whether this bike was in fact built for those wheels. We concluded not but, yes I did have to employ a reverse dropper.
Head tube angle? That's why I posted a comparison picture with the Bianchi. They are 700c wheels.
I'm going to keep on the lookout for the Ridotto's. I know someone who probably has a pair, I'm going to ask if I can borrow them for fit.

Could be - it does look a little slack when compared with the Bianchi. Plus it's looooooong - adds to the effect.

(it's price has been on a yo-yo, rises and falls depending on other Fuso bikes on offer, I wish it had less molested paint)
The French often formulated a smaller bike in a similar fashion.
That out of the way, the gold plated bike I think really needs smaller wheels, That will slightly change the trail and handling of the bike too and probably lower the bottom bracket to a more normal height.
