If it was mine I would try to fix it first. Tig weld, clean and prep the inside and outside areas , then blend in matching paint.

Just jam a long seat post in it and be done with it....

This could work just fine, but you need to find a guy that knows what he is doing. Ream the seat tube really well and ready to go.
Second option, a guy really good with the torch and brazing rods. New bike builders would just go and replace the tube because is easier but old guys would just fill the gap, more than a challenge for them IMO. Ream the seat tube really well.
3rd option, replace the tube, the guy can use anything IMO (not being picky here)
Good luck with the fix, now you need to find the right guy to do it, the only builder I know in canada is the guy from winterborne in welph (spelling) ontario, sure you have a local builder. The winterborne guy is good, seen him brazing, he handles the torch really well. I would recomend aaron dykstra from 611 bike co. he fixed one of my bikes, he is fantastic with the torch too, actually he might fill up the gap just as a challenge.
