I searched using that term, didn't turn them up. It looks like they're called shift lever boss covers.

Did you take the pic? Next time turn one sideways so we can see the miter for the downtube.
Makes things easier to identify.

Try downtube shifter collars.
Everyone calls them something different.
I'm not even sure what's politically correct.

The BS78 flat washers that may still be available on Ebay are fatter than the washers needed in the SL-BS64 shifters or Paul Thumbies, FYI. They function but offset the hole in the shift lever so that it won't line up with the guide hole in the shifter pod. See the 'Note on washers' in the link:
