Which Campy RD is this?
I'm thinking this is just a Super Record fitted with long cages, but I don't know. Who knows?

Looks that way, and I can't identify the cage. It's the retainer at the 11 o'clock position on the guide pulley that looks non-campy to me, but I am by no means an expert. It reminds me of Shimano.
EDIT: Just after I typed the above, I found this in an image search for "campy rally rear derailleur," identified as a 3rd gen Rally, which may explain the cage:

it was a trend for quite a number of years to create touring rear gear mechs by fitting a long cage to a racing derailleur
there are a number of iterations
the earliest i know of are the ones routinely done by Spence Wolfe of the Cupertino Bike Shop in California
he would fit/adapt a Juy 303 long arm to a Campag Gran Sport or Record rear mech - this was prior to the launch of the Campag NR rear mech

You can purchase long cages for Nuovo Record and presumably SR derailleurs on E-Bay.

It is. And the chain is substantially too long for the chosen gear. Bizarre someone would use that cage with that narrow cluster. I mean, what's the point of doing that? Also looks a little silly with the axle so far up in the drops.

Yeah, was thinking exactly the same things. Not a corncob exactly, but certainly not requiring a long cage.

The Nuovo Grand Sport Q/R end seems to suggest a dog's dinner of a parts build, plus the anodized cable end looks like it was chosen because the LBS had it. I don't have a problem with it, but when someone drags out the seamless white background, top dollar is often on their mind - and this build isn't reflective of that.
Wheel is almost falling out of the frame too. That's something you don't miss if you're passionate about this stuff, but you would if you're a flipper who doesn't really care.

The near parallel transit of the chain indicates it is in a small small ring so the cage take up shown is possible but not a good gear choice.

An odd mix of bits, indeed, but it looks to be a smartly thought-out build, now that I see the whole thing.
Those frame modifications really suit the Grand Record nicely, especially the internal cable routing on the top tube. Now that I have three French bikes from around the same era (1970s), from the three main producers (Gitane TdF, Motobecane GR, Peugeot PX10), all made with Reynolds 531, it will be interesting to compare their ride characteristics. It also occurred to me that they represent the colors of the French flag: blue (Gitane), white (Peugeot), red (Motobecane). That's going to deserve a group shot!
