Remember this is a Craigslist seller.
Probably has no idea about bikes other than what Mr. Google taught him. The box on Craigslist says "wheel size" so seller just guessed. Often you will say listings with 27 inch wheels listed as 27.5 and 700 wheels listed as 25 inch.
A few years back I bought a Fuji off a man in Buffalo, NY who listed it as having 25 inch wheels. I had to look after seeing that. I pointed out that the sidewalls were stamped "27" and he replied straight faced "they got that wrong at the factory". I still bought it for a winter bike...
