Need advice on good value winter cycling clothing

Winter is approaching in NYC and I don't have any cold weather cycling clothes. Looking for any advice on best value per dollar gear to keep warm and comfortable for 15 mile daily workout rides. I'm Southern and totally new to cold weather (or at least cold as it is in NYC) riding. What would be a good basic kit to start with?
