That looks like something ShoeGoo (sp?) would fix very well and permanently. It would take several coats. After the last I would dust it with powder to take the sticky off. Black dust would be good but most I know are toxic. Now if you could gather up enough rim brake dust

I've used shoe goo, also sold as "goop." Same manufacturer, different packaging.
I've also had success with liquid electrical tape, which appears to be some kind of vinyl in a solvent.

You can use duct tape to repair anything.
Whether or not you should is another matter.
Hard to get duct tape not to curl a bit at the edges. If you were wearing jeans it might not be a problem but in bike shorts it would catch. Other tapes would work better.

I’d be inclined to use a vinyl and leather repair kit, in order to make as seamless a repair as possible. I’ve used 3M vinyl repair on car seats, and the result was quite good and durable.

Quick, dirty and effective is the black Gorilla tape, but if you want it to turn out nice, use the vinyl repair kit, as suggested above.
