(mechanic question) - what tool do i need for this freewheel?

This is from the rear wheel of the '85 Schwinn world sport i picked up last week. it's 6 speed and it looks like a (Shimano) relative to the 6 speed freehub (with the smallest cog threaded on & acting as a retainer for the hub) i have on several higher end bikes (ie, shimano 600, deore, etc.). It looks like a pair of chain whips is all you would need to pull it, but it's got the retainer (which I hope you can see in the pic) on the outside.....is there a different tool req'd for these? Here's a pic I just took of it facing it from the drive side:

I guess what I'm asking is whether that ring on the outside is a lock ring or whether the smallest cog is the lock ring like some of the other Shimano 6 speed freewheels (used a a general term) I have.

Thanks in advance for indulging this dumb question. Figured folks here would know this as more likely common knowledge than on the mechanics forum (dunno...I may be selling the folks there short)

you shouldn't need to remove the whole axle just the fixing nut and any washer. the FW tool should slide right over the axle
