A lot of the older areas have roads made of concrete. These roads can be some of the worst with sharp edged and heaves and huge cracks. This is earthquake country, after all.
It costs a lot to fix roads and we have a lot of roads that need fixing.

When you get into the hills it gets different since you have areas of very stable limestone with pockets of unstable clay. That presents some foundation engineering issues.
The problem is that a lot of volume builders will throw a slab foundation down that is only supported with grade beams. It usually takes piers to have a stable slab. Piers are expensive.

So likely is that it isn't possible givennature (freeze and thaw in the north that messes up the road, earthquake as you describe it that breaks it, some mentioned poor soil underneath the roads in Texas).
